
Challenge: The DISS Programs mission is to reform the Security and Suitability processes in order to improve timeliness, reciprocity, quality and cost efficiencies by designing and implementing a secure, end-to-end information technology system and sun-setting the legacy Joint Personnel Adjudication System (JPAS).
Solution: The Celerity Team leads the Technical Workstream providing thought leadership and direction in the area of Enterprise Requirements Management (defining the strategy, documenting the process, tool selection and configuration, governance of requirements); Enterprise Architecture (creating the strategy and engineering roadmap, defining and creating the integrated DoDAF 2.0 artifacts); Configuration Management and overall Program Governance (defining and overseeing the program CM plans, processes and procedures) and Independent Verification & Validation (defining the strategy, project plan and automation to include Integration, Regression, User Acceptance, Performance, and Operational testing).
Results: To date, the DISS program has completed the requirements and design phases and is ready to begin oversight of the development of the system. Early automation efficiencies from sub-system deployment and business process efficiencies have gained formal recognition from key leadership at the Defense Change Management Office (DCMO) and the Under Secretary of Defense for Intelligence (USD(I)). Additionally, Celerity’s efforts on the DISS Program’s have contributed to the removal of the DoD’s Personnel Security Clearance Program from the GAO High Risk list and the program recently receiving the OPM Guardian Award and ACT-IAC Excellence.Gov award in the “Improving the Workforce” category.
